Apply through our International Student Portal by our listed Dates and Deadlines.
If you are a new applicant, scroll to the bottom of the portal page and click “New User.” Remember to save your email and password.
- An online student application form for your name, contact information, and similar details.
- Transcripts from the most recently attended institution. This must include the student’s name, institution name, classes taken, and grades received.
- A photo or copy of the passport photo page, showing the expiration date.
- A bank statement dated within the last 6 months, showing at least $28,762 USD. See an estimated breakdown of Tuition, Fees & Living Expenses.
- If the bank statement is in anyone else’s name besides the student’s, the Financial Responsibility Form must also be submitted. This includes parents, sponsors, family members, and friends.
- Valid proof of English language proficiency.
- A non-refundable $50 application fee paid online.
- A digitally signed signature document.
- Click ‘Submit Application’ at the top of the application page. This required step must be completed for us to review your application.

Students transferring from another U.S. school to Bellevue College need to submit extra documents. It’s best to submit your completed application at least two weeks before your grace period ends. If you are a transfer IBP student, please contact International Education (IE) at 425-564-3185.
Transfer students must also upload or submit copies of these immigration documents:
- F-1 visa page
- Current I-20 form
- Most recent I-94 document (available at i94.cbp.dhs.gov)
- Completed Transfer Eligibility Form (found in the International Student Portal Application)
Students who will be 16 or 17 years old by the start of classes must submit additional documents. All students must be at least 16 years old before the start of classes.
- Completed and signed the Limited Power-of-Attorney for Healthcare Purpose and Attorney-in-Fact forms.
- Underage students who have already graduated from a high school in their home country and seek direct admission to the college level program must submit proof of high school completion (e.g., diploma, IGCSE, O-level exam results, or an expected graduation letter from a school official).
Students must submit all general requirements and will be required to submit additional documents including:
- A copy of each F-2 dependent’s passport photo page, including expiration date.
- The addition of an additional $5,000 USD per dependent to the bank statement.
Acceptance packets can be sent via email at no cost or mailed to an international address for the cost of shipping. Students must cover the express mail fee through eShipGlobal and upload the air bill with a full mailing address to their online application within the International Student Portal.
Bellevue College’s English Language Institute (ELI) offers an Intensive English/University Preparation (UP) program that prepares students to enter Bellevue College’s college-level programs. To benefit from the program, students should have previous formal English study at a middle/high school, college, or English language school. New students whose English placement test scores fall below Level 1 will need to meet with the ELI Program Chair to find out if this is the right program. Students have the option of staying in the program provided they understand that they will be graded on their performance or request to transfer to another English school locally that allows them to start within the 30 days from their arrival date in the U.S.

- ALPS SIRWS 5 with a grade of 75% or higher AND a minimum score of 69 on the CaMLA EPT exit exam at ALPS Language School
- Completion of the first-half of International House San Diego’s (IHSD) American Language Benchmark 7, equivalent to IELTS overall score of 5.0
- Highest level at an intensive English school (must submit a verification letter from the school official and considered on a case-by-case basis)
Successful completion of Level 5 at California Language Academy - Successful completion of Level B2-3 at EF International Language Schools
- Successful completion of the “Mid-intermediate” level at International House San Diego
Student must meet one of the following:
- 95 with a Production Score of 75 or higher
- Incoming college-level students will receive automatic placement into either English 93 or English 101. Students must still enroll in their placement level class.

Students can request a conditional admissions letter for one school from the list above when they apply to Bellevue College.
Please note that admission is not guaranteed, and students must still meet the conditions listed in their acceptance letter. This includes applying to the school by their application deadlines. Conditional admission to the school does not include admission to a major with selective admission.

Step 1: Create Account

- You only need to create an International Student Portal account once. If you are re-applying, or if you already started an application and would like to continue, you do not need to create a new account.
Step 2: Start Application
- After you create your International Student Portal account, you can apply for international admission to Bellevue College.
Continue Application
- Log in to the International Student Portal by clicking the Continue Application button below and logging in with your Portal Account.
- Under the Records heading, select your International Application
